Councilman Alarcon Discussed Las Lomas at October 25, 2007 Meeting

Councilman Richard Alarcon made a presentation at the October 25th SNC meeting about the problems associated with the proposed Las Lomas project.

The Las Lomas project proposes building from 5,800 to 9,670 residential units, more than 2 million square feet of office/research and development, 225,000 square feet of retail, 250,000 square feet of community services, a 300 room hotel, and a Metrolink Station 300 feet underground.

The first challenge is one of jurisdiction. The proposed project at the intersection of the 5 and 14 freeways is in the County of LA. The area could be annexed by the City of Santa Clarita or the City of LA. Alarcon said he would prefer for the City of LA to have control over the project. He commented that the way the Ahmanson project was blocked, was that the City of Los Angeles controlled and denied access to the site via Roscoe Blvd. However, for Las Lomas the City does not control the access points of the 5 & 14.

Alaracon explained that he proposed that the developer pay for the EIR, because it would save the City $1 million and possibly protect the City from being sued. There was some discussion about why the City would be sued. Overall he was against the project, but wanted to review the EIR.

Stakeholders commented on the problems associated with maintaining the project. It could possibly bring in $22 million in tax revenue, but cost $50 million to maintain for the transit station, police and fire services.

Other concerns were raised about traffic, traffic in case of emergency, wildlife corridors, fire hazards, and more.

Board member Eugene Hernandez remarked, "This project is like lipstick on a pig. The project is still a pig, no matter how you dress it up."

Note: The City of Los Angeles decided not to process the Las Lomas documents any further and in late spring 2008 Dan Palmer of Las Lomas sued the City as a result.
