Sylmar High School Principal brought a status update on the school's
Public School Choice Plan. There was a discussion about the design
plan for Valley Region Span K-8 #1. There was significant concern
that the adjacent horse trail might not be in the plan. The Board
took a position to support LA Beyond Coal 2020.
SNC opposed a cell tower at 13665 Polk St. The SNC sponsored a
neighborhood clean up scheduled for 9-11-11. Presentation by Sylmar
HS Drug Prevention Intervention Coalition and I-5 Improvement
Projects.
After discussion the Board decided not to take a position on
supporting grocery workers. The Board supported the concept of a
Valley-West side tunnel for the 405 Corridor Transit Project. 2 new
board members were appointed.
Discussion about the proposed mining project above Gavina Ave on the
70 acre site by the Pacoima Dam on LA County land. Various Land Use
Committee proposed motions.
The landowner of the mining project near Gavina Ave. by the Pacoima
Dam is doing an Environmental Impact Report; $5,566 was allocated towards a project to remove and
replace existing burnt, old and graffitied wooden horse rails
between Glenoaks and Excelsior on Foothill Blvd. with new rails,
hedges, shrubs and irrigation. The SNC-sponsored Race for Youth
raised more than $11,000 for Police youth programs.
Discussed proposed charter school at Sylmar High School. Approved
Edible Garden concept for Fire Station 91. Approved support and
expenditure for Sylmar Neighborhood Partnership at Sylmar High
School.
SNC recommended that the Los Angeles City Council approve the
Community Care Facilities Ordinance, Council File # 07-3427,
proposed to regulate housing with seven or more residents
Review of Race for Youth success. Approval of land use items
including a parcel split, wireless towers and a conditional use
permit. Approval of Green committee's drought tolerant project at
the Sylmar Library.
Town Hall about Mission College Parking. Present were Mission
College President, and representatives from LAPD, LA County Sheriff,
Valley Parking Enforcement, DOT, Preferential Parking Office,
Councilman Alarcon's Office. Residents voiced concerns about
inconsiderate student parking, driving and conduct. Various options
were explored.
Town Hall on the Sylmar Sediment Placement Site. Notes from
presentation by Art Vander Vis, L.A. County Public Works Department
Flood Control District Area Engineer.
LA City Fire Battalion Chief Ernst, Captain Kennington and
additional firefighters of Fire Station 91 spoke on fire safety,
brush clearance and citation for those that do not comply. Also,
Captain Brian Scott of LA Mission area Police Station also came to
speak on crime in the area, and the Lock It, Hide It and Keep It
Safe Program
Voted for the SNC to oppose the proposed Charter School at 13245 Hubbard St.
Voted for the SNC to support a zone change of RA-1 to RD-1.5-1 to build 30-45 multi-family units at 13211 W. Hubbard St.
Voted to approve the SNC 2010-2011 Budget as submitted by the Treasurer.
Voted to purchase 1,000 pens that would have the SNC name, slogan and office information at a cost not to exceed $400.00.
Voted to support Hansen Dam 4th event with $500; $750 to help train
one new volunteer Reserve Animal Control Officer to assist with
rescue, abuse and lost animals. Voted to to support an appeal by the
Community Alliance for Open Space (CAFOS) of an approved industrial
use of the Lopez Canyon Landfill for a Truck Driving Academy
Voted to support the 3rd Annual Youth 4 Unity Expo on June 12, 2010
at Los Angeles Mission College, with financial partnership up to
$500.00 towards food; to support the Heal My Neighborhood annual
event August 20-22, 2010 at El Cariso Park, with financial
partnership up to $500.00. Approved 2010-2011 budget. Filled 4
vacant seats and appointed committee chairs.
Discussed CRA projects to landscape medians on Hubbard north to
Polk; noise pollution, traffic and other safety and health
violations brought by the excessive dirt removal and hauling on
Olive View Drive to the 210 Freeway; funding treadmill for police
department.
Discussed pilot project on Bledsoe between Foothill Blvd and Olive
View Dr., to create a complete street concept. Discussed various
land use items including cell antennas.
North Hills Sepulveda VA presentation. SNC chose to not take a
position on this issue. SNC votes to support the Veteran's Day
Parade with $2,500. SNC votes to fund a Farmer's Market feasibility
study with $1,500.
SNC to urge City Council Members and the Mayor to NOT reduce the
Community Beautification Grant Program Budget. SNC to support a
Community Beautification matching grant project between Glenoaks and
Excelsior on Foothill Blvd., and to support Sylmar Recreation Center
Halloween Festival.
SNC to send letter to Mayor, City Councilman Alarcon, and Fire Chief
Barry requesting return of funding for Fire Station 91
paramedic/ambulance unit that was eliminated due to recent City
budget cuts.
Discussion about a project at 12415 San Fernando Rd., Sylmar, zone
variance with density bonus, for a five story mixed-use development
containing 149 units of senior citizen (55 years and older) housing,
25,000 sq. ft. plus medical offices on a 58,000 sq. ft. lot.
Strong Police presence planned for July 4th; fireworks possession or
use will be cited and fireworks confiscated. Local speed limits
adjusted. SNC supports Oakridge Mobile Home Park social event.
Emergency Preparedness Plan moving forward.
Set Budget for 2009-2010. Mandatory water conservation rules in
effect. Polk St. re-marking mistakes corrected. LAPD "party car"
will help with loud noise, fireworks and other complaints.
Fire-damaged Veterans Park trees to be re-planted. Proposed
five-story mixed-use development at 12415 San Fernando and Astoria
opposed.
The NC supports SB 23 to require mobile home parks to have
emergency plans. Oakridge Mobile Home Park survivors will receive
average insurance payouts of $100-125,000; debris is scheduled to be
removed by around May 4th. The Neighborhood Council (NC) supports
the May 30th Valley
Regional NCs Congress; the public and all 31 Valley NCs are
invited. Power equipment that caused the recent outage is being
repaired; brief outages may occur while testing is done.
Community Appreciation Day will be Saturday, March 28th at 12:00
p.m. at the Sylmar Recreation Center on Borden at Polk. Police and
Fire Department personnel and volunteers who responded so quickly
and bravely to the Sylmar Sayre and Marek Fires will be thanked and
recognized.
Candidates for City Attorney made presentations. The bylaws were
modified. The SNC approved supporting July 4th at Hansen Dam, Relay
for Life and the fire station. Crime is down 30%.
"Spirit" Awards were presented to community members Ms. Bea Laufer
and Dan Rosales, Jr. for heroic firefighting efforts. The Oakridge
Mobile Home Park clean-up is scheduled for early February, to be
finished by the middle or end of March. The SNC is drafting an
Emergency Preparedness Plan. Rudolfo Lopez was appointed as the SNC
Homeowners Representative.
The SNC received letters of commendation from Congressman Brad
Sherman and City Councilman Richard Alarcon for assistance to fire
victims, and presented a Spirit Award to Stakeholder Peter Berlick,
who "fought spot fires at neighbor's houses with garden hoses." The
SNC will participate in the December 20th "Gift of Christmas" event,
in partnership with Councilman Alarcon's Office, for Sayre and Marek
Fire victims.
Councilman Richard Alarcon chaired the first-ever Meeting between a
Neighborhood Council and a City Council Committee, at MissionCollege.
Many people thanked the SNC, CERT and other volunteers, and the LA
Fire, Police and other Departments who worked courageously, quickly,
and tirelessly to put out the Sayre Fire, and assist fire victims
and evacuees.
Neighborhood Council Members noted that
the "Sayre Fire brought the community together : our youth volunteer
support was outstanding." They were "really impressed by the number
of people who came out to help, including the youth at 1:00,2:00 &
3:00 in the morning." Board Members Ms. Erlin Arellano and Mr.
Esteban Tavares "did a phenomenal job" organizing the youth
volunteers. "Several Board Members [who volunteered] didn't sleep."
"Other unsung heroes" included Sylmar Women's Club Members who were
burned out of the Oakridge Mobile Home Park, who volunteered to
help. Many other volunteers, businesses, City Departments and other
organizations also helped evacuees. Dan Rosales, Jr., Planning
Deputy for the Council District 7 Office and some Board Members
physically helped put out and prevent fires.
The recently enacted Gang Injunction has caused crime to go
dramatically down and arrests up.
Board commended for Marek Fire action. Approved safety equipment for
Xtreme Teens skateboard park in Sylmar. Requested building a sound
walls off the 210 Freeway at the end of Leach Street.
Planning Assistant Anita Cerna updated
about the Sylmar Community Plan. SNC supports Business Improvement
District green belt on Truman St. and San Fernando Rd. SNC-sponsored
political Candidates Forum October 12th, 2:00 - 6:00, Sylmar
Recreation Center.
Crime update; LAUSD presentation on new
school draft Environmental Impact Report; SNC supported SB 1420 for
menu labeling; Approved 13560 Fenton Avenue T-Mobile wireless
facility project to have a split-face block wall.
LAPD announces juvenile
curfew task force forming; Business Improvement District will work
with the NC; Public Services Task Force to document and report all
public service issues.
